Prince Edward Island has gone further with heat pumps than New Brunswick or Nova Scotia: more than a third of Island homes now rely on one as their main heat. Generous programs helped get there, and in 2026 most of them closed. For a performance-based partnership, PEI raises two honest questions before any others. Is there enough volume to measure? And what does a normal month look like now that the program surge is over?
We work on the marketing and advisory side only. We are not an HVAC contractor, and we don't install, repair or service heat pumps or any other equipment.
The PEI HVAC market
PEI's market is small and close-knit, centred on Charlottetown, Summerside and Stratford, with Three Rivers and Cornwall behind them. In a market this size, word of mouth and Google reviews matter as much as any ad.
Statistics Canada data for 2023 shows heat pumps as the main system in 36% of PEI households, with oil at 28%, electricity at 18% and wood at 8%. Two growth audiences stand out: oil households that haven't switched, and a large and ageing base of heat pumps that will need maintenance and replacement.
The scale test is blunt. If your company books 10 installs in a typical month, one good or bad week can move the figure by 30%. A partnership only makes sense if the measured period is long enough, and the volume high enough, for a real change to stand out from noise.
Seasonality and a fair baseline
PEI's winters are cold and snowy but moderated by the Gulf of St. Lawrence, and heat-pump enquiries tend to bunch in the months before them. The rebate history is a bigger distortion than weather.
What we would put in the written baseline:
- the efficiencyPEI equipment rebate end date (2026-04-15), with a note that some earlier purchases may still claim within a year;
- the free heat pump program closure, as shown on official pages (exact closure date not confirmed);
- comparable post-program months as the starting point, rather than the program peak.
The measuring results guide covers how we document choices like these.
Regulators to know
PEI's Inspection Services handles technical safety licensing; we summarise and link, and we don't advise on compliance.
- Inspection Services covers boilers and pressure vessels, electrical, plumbing and propane. Plumbing companies need a contractor's licence, boiler and pressure vessel work needs a mechanical contractor licence (current cycle ends 2027-12-31), and people servicing propane appliances need an LP gas personnel licence.
- PEI Apprenticeship handles certification, and the Workers Compensation Board of PEI covers workers' compensation.
In a small market, an inaccurate licence claim gets noticed. Confirm your obligations with each body.
Programs, as of October 2026
Most heat-pump incentives on PEI have closed; insulation support is the main open program. Confirm current status with the administrator before mentioning any of them.
- efficiencyPEI's free heat pump program and its oil-to-heat-pump stream were shown as closed.
- Residential heat pump equipment rebates ended on 2026-04-15.
- The Free Insulation Program was expanded under a federal agreement announced 2026-06-29; current intake details were not verified.
With rebates gone, marketing has to make the case for replacement and servicing on its own merits, which is measurable work.
How we would approach a PEI partnership
We would check scale first, then focus on the work the closed programs left behind.
- Test volume across a long enough period to see past weekly noise.
- Choose target work: servicing and replacing existing heat pumps, and remaining oil conversions.
- Set up tracking; see baseline and tracking.
- Agree the written terms, including how any new program would be treated.
- Build reputation-led channels, with local search and review flow at the centre.
If PEI's scale doesn't suit a partnership, a fixed-fee plan may. Contact us by call, text or email.
Frequently asked questions
Is PEI big enough for a performance-based partnership?
Sometimes. A company serving Charlottetown and Summerside with steady monthly volume may be a fit; a small operation may find a fixed-fee plan or a consulting project more practical. We would look at your numbers and tell you plainly.
Are efficiencyPEI heat pump rebates still open?
As of October 2026, the official pages showed the free heat pump program closed and the residential equipment rebates ended on 2026-04-15, with some earlier purchases still eligible within a year. Confirm with efficiencyPEI before referring to any rebate.
What licences matter for PEI HVAC marketing?
PEI requires specific licences for plumbing contractors, mechanical contractors doing boiler and pressure vessel work, and people servicing propane appliances. We link to PEI's Inspection Services but don't give compliance advice.
